What the charts and ledgers of Kworgalya record of this place. Its own story has not yet been told.
Hylessa was founded as a Tirbasid frontier outpost, sent east to break the wilderness and bring the beast-peoples of the rainforest to heel. It did the opposite. Within a few generations it had become the first great sanctuary for exactly those peoples, and it has been paying for that decision ever since.
Its streets are rootways. Its towers are living trunks. Its shipyards are groves rooted in seawater. Outsiders call it a city of traitors, monsters and green sorcery. Hylessans call it home.
"Stone remembers the hand. Wood remembers the heart."
Hylessa's first wall is confusion. The approaches are half-maintained on purpose: false trails, misted hollows, thorn screens, hidden ditches, root barricades, and watch-groves where birds, insects and scouts of a dozen kinds all serve as one alarm system.
Armies can enter the Green Veil without difficulty. That is the point. The city has never needed to win a battle at its gate — it needs the army in front of it to become lost, wet, hungry, sick, divided, and uncertain which shadows are citizens.
"A road that hates you is better than a wall."
At the centre stands the Rootward, built around a colossal sacred grove called the Great Oaken Mother — possibly one ancient tree, possibly many grown together, possibly a civic fiction that Hylessans have wisely never clarified. Here are the Queen's living hall, the Blooming Court, the treaty roots where pacts are carved and sung and witnessed, and archives kept on bark, shell, waxed leaf and imported clay.
Hylessa is a sanctuary for non-human peoples and its central institutions are unmistakably human. That is the contradiction the whole city is built on. Its humans hold the crown, the ledgers and the seals — and their legitimacy rests entirely on protecting the residents that other humans came here to exterminate.
"The crown is human. The law is green."
Beyond the Rootward lie the Refuge Rings: part neighbourhood, part embassy, part cultural preserve. Canopy roosts for the winged. Burrow-houses for the small. Sun-rock terraces for the scaled. Quiet pools for the amphibious. Heavy-root halls for the large-bodied. Night branches for those who keep other hours.
They are not ghettos and they are not exhibits. Some are open and loud; others are deliberately obscure, because not every people that fled here wants to be looked at. The governing principle is not assimilation but managed coexistence: Hylessa does not ask anyone to become the same, only to accept the Green Peace.
Hylessa's industry does not look like industry. There are no furnace rows and no hammering ironworks — there are grafting halls, resin vats, fungal cellars, drying canopies, root presses, seed banks and living-frame yards.
Out of them come structural living timber, self-healing planks, flexible root-cable, bark panel, resin and pitch and gum, medicinal fungi, preservative paste, organic armour stock and rapid fortification kits. It is production at scale, run through growth rather than heat, and it is why an isolationist forest town is one of the more valuable places in the east.
"A dead plank is a material. A living beam is a promise."
Nearer the coast, where fresh water meets the tide, lie the groves where Hylessa grows ships.
A living ship is not built. It is planted, trained, trimmed, grafted, sung to, deliberately stressed, healed, and finally woken into service. The old shipwright families hold that a proper vessel must learn three things before it launches: how to float, how to suffer, and how to return. The results are not fully awake, but they are responsive, self-repairing, and each one is its own bad-tempered individual.
The fittings come from Kolmos — the rings, joints, pulleys and anchor-work that Hylessa cannot or will not make. Kolmos leads the Verdant Kinship in every harbour and every negotiation on the coast; Hylessa is the part of it that grows what passes through them.
"Kolmos opens the harbour. Hylessa grows the mast."
Hylessa's third economy is the one nobody can copy, because it is not one tradition but many kept alive under a single sanctuary law. Chitin tools and silent cutting technique. Shellwork and slow-cured legal tablets. Signal codes, black dyes and route intelligence. Guard companies and harness work. Pressure-pressed fibre and medicinal root. Reed-craft and wetland medicine. Venom handling and scale lacquer.
Many of these peoples are small, displaced and politically defenceless. Hylessa's role is to stand between them and anyone who would simply take the skill for nothing — and Kolmos's role is to turn what they consent to sell into an export.
Sanctuary here is a discipline before it is a right, and the rules are not suggestions. Do not hunt under the Green Peace. Do not call a citizen a monster — Beast is a legal category, monster is an accusation. Do not light unsanctioned fire anywhere near living structure; this city remembers forests burned by legions and treats a stray flame as sabotage. Do not cut living wood without a witness. Do not ask a refugee what they fled unless invited. Do not carry old Tirbasid insignia into the Rootward. And do not assume a courtesy in one people's custom is not a challenge, an insult or a funeral rite in another's — hire an interpreter.
"Hylessa forgives ignorance once. The forest keeps count."
Tirbasos remembers Hylessa as treason: an outpost that abandoned human dominion, sheltered abominations, and humiliated a punitive expedition beneath the mist. Hylessa remembers Tirbasos as the original sin: conquest dressed as order, extermination dressed as civilisation. The quarrel is not military but civilisational, and no treaty between them has ever been fully believed by either side. Tirbasos still funds spies and defectors and rescue missions to extract humans from Hylessan corruption. Most fail.
Hylessa keeps the Verdancy, and its priest-technicians work in Harmonia — coaxing living systems into accord rather than commanding them. Tree and house. Root and road. Hull and sea. Refuge and law.
Which leaves the city with one question it has never answered out loud: whether its humans still rule because they are genuinely the only party all forty peoples will trust to mediate between them — or because even a sanctuary inherits the hierarchy it was built to overturn.
Hylessans are quite aware of the question. They have simply found it more useful unresolved.
