The Glacial Dominion is entered on most surveys as a realm without a faith. It is one of the most devout countries in the world. Its devotion arrives as law, as office, as duty and as maintenance, and hardly ever as prayer.
Nothing in the north is worshipped in the manner of the south. Nothing in the north is neglected either.
The Dominion is an elven realm before it is anything else, and the elves are the one people who very nearly remember the gods. Their grandparents saw the Elders walk, fought beside them, and mourned them after the fall. To the human south the Elders are vast and veiled; to a Pavanar they are forebears, knowable the way a famous ancestor is knowable. Faith of the ordinary sort was never available here, because faith is what a people keeps when the evidence has gone, and in the north the evidence is still being consulted.
What stands in its place is a discipline. Memordia, the Warden's art, gathers the minds of the dead into living crystal, and the Dominion's memory-halls occupy the ground other countries give to temples: rows of glowing plinths, keepers robed in white, silence kept as a rule of the house. The dead there are not mourned so much as attended; their counsel remains available.
A faith that can question its ancestors need take very little on trust. It also finds it extremely difficult to change its mind.
Further north, cold stops being weather. It is a presence, and it was here before the gods were.
The Great Spirit of Ice is not a god and does not behave like one. She is the principle of the frozen world itself — preservation, structure, patience, the refusal of decay — and she cannot be commanded, only consulted, and only by those who have learned how. In her Everfrost Sanctum the frostkin keep the plainest worship in the north: they kneel, they tend the hall, and they lay their own weapons before her, which from a people who forge every blade they carry is the largest gift available.
Everywhere else, veneration takes the form of upkeep. To honour the cold is to keep something from spoiling — a hall, a record, a border, a body of knowledge. The north does not ask the frozen world for favours. It keeps pace with it.
In Evaskara the line between observance and government was never drawn. The Crystalline Palace is the seat of the throne and the instrument of the country's devotion at once: within the capital the collective will of its people can be gathered, focused and spent on works no single caster could attempt. Devotion in the north is not a private condition. It is infrastructure, and it can be measured.
What it is measured toward is Glacya, the Frost Queen, who has held the Iridescent Throne for more than twelve centuries. That is the difference between north and south in a sentence. The south obeys the memory of gods. The north obeys someone who is standing there.
Her subjects' loyalty is total to a degree southern envoys find unnerving, and the Dominion does not consider it excessive. A country holding a line against something that never stops coming has no room for private conscience.
The Dominion is not one people. Ice elves administer and remember; the dwarves make. Its greatest works — the starsteel, the enchanted ice, the Frostforged Valkyries who patrol the white and answer to the Frost Queen herself — come out of dwarven hands and dwarven doctrine, and the makers keep a law older than their loyalty to any throne. Never take ice for reckless gain. Craft is a conversation with the frozen world, and the frozen world remembers a rude guest.
Where the queen's authority ends and the Greatfather's begins has never been set down. The north has not had a year quiet enough for it, and neither side is in a hurry, because the answer would cost somebody something.
Where they agree is on sacred metal, which the Dominion forbids to be worked and the holy forges refuse to teach: one restriction enforced twice, as law and as doctrine. It is why the throne pursues the artificer of Keberun, whom it names the Soul-Thief, with a fervour outsiders find disproportionate for a matter of stolen ore. It was never a matter of stolen ore.
Every faith in the world dislikes the Infernal Creed. The north dislikes it for a reason the Creed does not anticipate. The Dominion is armoured, disciplined and entirely willing to kill; it does not hold that strength is a vice or ambition a sin.
What it will not accept is a doctrine that makes one person the measure of what may be done. Restraint, in northern thought, is neither modesty nor weakness. It is the only reason anything lasts long enough to be worth keeping. A faith that tests its faithful by handing them whatever they want is, to a country whose entire theology is the postponement of decay, a device for manufacturing exactly the sort of person the north exists to hold back.
The practical judgment is shorter. Fire is not evil, and the Dominion says so in as many words. Unbound fire is dangerous. What comes over the northern border in the Creed's wake is not fire at all. It is blasphemy, and it is treated as such.
The faith sends no missionaries and makes no converts, which is most of why the surveys keep missing it. It has nothing to sell. It offers no ascent, no vindication, no reward after death — only that what has been kept will still be there in the morning, and that keeping it is everyone's work.
So the halls are tended, the records are consulted, the makers hold to their law, and the line in the north is held for another season.
The world is not saved. It is kept.
